Here's the dirty secret that agile consultants don't put in their slide decks: most enterprise software projects are not truly agile. They're Water-Scrum-Fall — a compromise between agile aspiration and organisational reality.

The development team runs Scrum. The business approves a fixed annual budget in Q4 for delivery in Q4 of the following year. The release process is managed by a separate change advisory board that meets once a month. "We're agile" says the poster on the wall. "Our scope is locked" says the SOW.
